I was looking for ages for a website that you can download the game of Monopoly, like that of http://www.shockwave.com/, but not entirely, except the free hour trial. However, here are the answers that you will not: 1.Poor quality games. 2.Shareware 3.Pogo.com 4.Last but not least, people with the virus of any kind.
This is an open source project called Monopoly. I have not tried, but it seems that meets your criteria.
